Rub the tuna with the sesame oil and cover it with the sesame seeds. Heat a frying pan and sear the tuna for 1 minute on each side. Let it cool, then slice it into bite-sized pieces. Place the cucumber slices into individual bowls. Place a piece of ginger on the cucumber and top with a piece of tuna. Using a cocktail stick, secure the sides of the cucumber around the tuna.
